I provide immigration compliance advice to public and private companies operating in regulated industries and across a variety of industry sectors and employer profiles. My practice includes the following:

– Advising clients on the use of available work permit and visa categories to meet hiring and training needs for a global workforce, including addressing remote and hybrid work demands.

– Counseling employers on the intersection of immigration, employment, and tax considerations when planning cross-border staffing and engaging in new market entry.

My background includes five years in Hong Kong, where I led a top-ranked immigration practice covering Greater China and managed engagements for clients in Asia.  This experience provides me with unique perspective on the advisory needs of businesses expanding into new or different markets, the operational challenges of different models of mobility management, and the risk spectrum for employer-based immigration sponsorship in different jurisdictions.

Rebecca leads the public affairs’ workforce, education, intellectual property, corporate social responsibility portfolios.

She is a part of a core team that has successfully passed and is now implementing the CHIPS and Science Act to grow the on-shoring of semiconductor manufacturing in the United States.

Prior to joining Samsung, Peters was Vice President of Member Engagement and Public Policy at the Worldwide ERC®.

While there she contributed to the organization’s overall strategy as a part of the CEO’s leadership team reporting to its Board.   Rebecca has also led workplace and immigration public policy at the Society for Human Resource Management (SHRM). While at SHRM, she served on the CEO’s Culture Club and was a member of the organization’s senior management team. Before SHRM, Peters was the Director of Government Affairs at the Council for Global Immigration, leading its public policy efforts and the Board’s policy committee.

Rebecca sits on the Executive Committee of Compete America and co-chairs its advocacy committee.  She also is a co-chair of the Semiconductor Industry Association’s workforce committee and co-chairs the American Semiconductor Industry Coalition’s Taskforce on Education Workforce Development and Awareness.  She has served as a counsel for the Compete America coalition, led SHRM’s employer immigration compliance coalition and served for four years on the Women in Government Relations leadership team.  She is a frequent speaker on issues of global mobility and high-skilled immigration reform and is viewed as an immigration policy expert both inside and outside the beltway.  Earlier in her career, Peters practiced immigration law at a Washington D.C.- based law firm and served as an attorney and policy analyst at the U.S. Department of Justice’s legacy Immigration and Naturalization Service.   

She was a Presidential Management fellow; received her J.D. and M.P.A. from Syracuse University’s College of Law and the Maxwell School of Citizenship and Public Affairs.
